3D ULPIN Generation and vertical Property Mapping SYstem
“Traditional land records only show flat 2D maps, making it impossible to legally define who owns which floor in a high-rise building or who owns underground spaces. This system builds a smart 3D digital map of properties (above and below ground) and assigns a unique digital ID (3D ULPIN) to every single flat, basement, or utility space. This ensures clear ownership, prevents property disputes, and helps cities plan infrastructure better.”
Deconstructed Problem Blueprint
WHAT TO BUILD?
An enterprise-grade 3D WebGIS platform and volumetric cadastre engine that ingests spatial data (LiDAR, drone imagery, 2D floor plans) to automatically generate 3D building models, segment them into individual vertical units (apartments/basements), and assign a standardized 3D ULPIN to each unit.
WHO IS IT FOR?
The Ministry of Rural Development (DoLR), State Revenue Departments, Municipal Corporations, Urban Planners, Real Estate Developers, and Citizens/Property Owners.
WHY DOES IT EXIST?
Existing land registries (like Bhuvan or state land records) are strictly 2D (latitude/longitude). They cannot represent the Z-axis (height/depth). This leads to massive legal disputes over multi-storey apartments, overlapping underground utilities (metro vs. sewage), and lack of collateral value for vertical properties.
INPUT → PROCESS → OUTPUT ARCHITECTURE PIPELINE
LiDAR point clouds (.las/.laz), Drone orthomosaics, 2D CAD floor plans (DXF/PDF), GIS shapefiles (.shp), GNSS/CORS coordinates, DEM/DSM, and property registry metadata.
1. Point cloud processing & building footprint extraction using deep learning. 2. Extrusion of 2D footprints into 3D LoD2/LoD3 models using floor plans and DEMs. 3. Volumetric segmentation (slicing the 3D model into individual apartments/basements based on floor heights). 4. 3D ULPIN generation algorithm (combining State Code + District Code + Land Parcel ID + Z-axis/Floor/Unit identifier). 5. 3D spatial topology validation (checking for overlapping volumes or gaps).
Interactive 3D WebGIS dashboard (using CesiumJS/Three.js), downloadable 3D ULPIN certificates, volumetric ownership maps, API endpoints for property verification, and automated topology error reports.
CONSTRAINTS
- Web-based rendering of massive 3D point clouds on low-end devices.
- Lack of standardized 3D cadastre formats in India (LADM ISO 19152 compliance).
- Handling noisy/incomplete 2D floor plans.
- Ensuring sub-meter accuracy in vertical delineation.
JURY METRICS
- Volumetric segmentation accuracy (IoU)
- 3D rendering frame rate (FPS on standard browsers)
- ULPIN generation latency
- Topology validation false-positive rate
- Compliance with OGC (Open Geospatial Consortium) standards
CORE BOTTLENECK
The single hardest challenge is the automated conversion of unstructured 2D floor plans (PDF/DXF) and noisy LiDAR point clouds into clean, watertight 3D volumetric shapes (3D Cadastral Objects) without manual drafting, while maintaining topological consistency (no overlapping volumes).
Why You Should Choose This PS (Pros)
- Extremely high visibility (DoLR is a major ministry).
- Clear real-world impact.
- Massive 'wow factor' during live 3D rendering demos.
- Highly aligned with India's Digital India Land Records Modernization Programme (DILRMP).
Challenges & Risks to Watch (Cons)
- High technical complexity (3D graphics + GIS + AI).
- Scarcity of open-source 3D cadastral datasets for Indian cities.
- Steep learning curve for WebGL/CesiumJS.

With rapid urbanization and vertical growth of cities, conventional 2D land record Systems are becoming inadequate for managing modern urban properties.Existing land administration systems are primarily designed to identify surface-level land parcels and are unable to uniquely define ownership rights associated with multi- storey apartments, underground infrastructure, elevated transport corridors, parking spaces, air-rights, and subsurface utility networks.
The proposed solution Should develop an advanced 3D ULPIN(Unique Land Parcel ldentification Number) Generation and vertical Property Mapping system capable of creating unique spatial identities for:
. Surface land parcels . Multi-storey apartments . Underground infrastructure The system should integrate:
. Drone imagery . LiDAR/3D Point cloud data . GIS parcel layers . Building floor Plans . GNSS/CORS-based coordinates . Digital Elevation Models (DEM/DSM) The solution should also incorporate AI/ML capabilities for:
. Automated building extraction . Floor segmentation . Vertical Parcel delineation . lntelligent topology validation
The expected outcome is development of a scalable and interoperable 3D cadastral framework capable of:
. Generating standardized 3D ULPINs . Mapping vertical and underground ownership rights . Supporting volumetric cadastre systems . Enabling accurate urban property governance . Reducing ownership conflicts and ambiguities . lmproving infrastructure planning and utility management
