Participants are invited to design and develop **CAPACITY CONNECT A Digital Capacity Building and Learning Management Portal** to support organizational training, competency development, and knowledge sharing through a centralized web-based platform.
“This is a specialized internal training portal for the India Meteorological Department. It helps staff learn new skills, track their progress, and allows experts to share knowledge through courses and assessments.”
Deconstructed Problem Blueprint
WHAT TO BUILD?
A secure, role-based Learning Management System (LMS) with integrated competency mapping and performance analytics.
WHO IS IT FOR?
Primary users are IMD employees (Trainees), Subject Matter Experts (Trainers), and HR/Department Heads (Admins).
WHY DOES IT EXIST?
Government departments often rely on fragmented, manual training processes. This system centralizes knowledge, ensures standardized competency development, and tracks professional growth systematically.
INPUT → PROCESS → OUTPUT ARCHITECTURE PIPELINE
User profile data, course materials (PDF/Video), MCQ question banks, assessment responses, and feedback forms.
Role-based access control (RBAC), competency mapping algorithms, automated assessment grading, and progress tracking analytics.
Personalized learning dashboards, automated certification generation, performance reports for admins, and course recommendation feeds.
CONSTRAINTS
- Must be highly secure (Government data sensitivity)
- Scalable architecture for pan-India usage
- Must support low-bandwidth environments
- Role-based access control (RBAC) must be strictly enforced
JURY METRICS
- System response time under load
- Ease of navigation (UX score)
- Accuracy of competency mapping logic
- Security compliance (encryption/authentication robustness)
CORE BOTTLENECK
Designing an accurate 'Competency Mapping' engine that dynamically matches trainer expertise to trainee skill gaps without manual intervention.
Why You Should Choose This PS (Pros)
- Clear, well-defined scope with standard LMS features
- High utility for a government department
- Easy to demonstrate with a live prototype
Challenges & Risks to Watch (Cons)
- The LMS domain is crowded; requires unique UI/UX to stand out
- Risk of becoming a 'generic' portal without deep domain integration

The solution should include secure signup and login functionality with three user roles: Trainee, Trainer, and Admin. Trainees should be able to create professional profiles with qualifications, work experience, interests, skills, and certificates, enroll in courses, access learning resources, attempt subject-wise MCQ assessments, and provide feedback on courses and training content.Trainers should be able to manage their profiles, create questionnaires with deadlines, monitor trainee participation and performance, and upload recorded lectures, presentations, and study materials in a trainer library accessible to trainees. The Admin module should provide user approval and role management features along with dashboards for monitoring courses, enrollments, certifications, assessments, and participation statistics. Admins should also be able to publish notifications, announcements, achievements, and newly added learning content on the homepage. The platform should support competency mapping for identifying suitable trainers for various subjects and should be scalable, secure, user-friendly, and accessible across devices to promote efficient learning and organizational capacity building.
