Step 0 • Zero-Jargon Layman Summary

“Victims of caste-based atrocities who call the National Helpline (14566) or use its digital portals are often under severe emotional distress and trauma. The system currently lacks a way to gauge their mental vulnerability. We need to build an AI module that analyzes their voice or text in real-time to assess trauma levels, categorize risk, and instantly trigger appropriate emergency responses like police aid or counselling.”

The DecodeX PS Decoder™

Deconstructed Problem Blueprint

Step 1

WHAT TO BUILD?

An AI-enabled Real-Time Stress and Trauma Assessment Module integrated across multi-channel citizen interfaces (helpline IVRS, audio calls, chatbots, mobile apps, and portals).

Step 2

WHO IS IT FOR?

Primary beneficiaries are Scheduled Caste (SC) and Scheduled Tribe (ST) victims/complainants. Users include helpline operators, state/district welfare authorities, mental health counsellors, and law enforcement agencies.

Step 3

WHY DOES IT EXIST?

Current helpline triage is purely subjective and manual, leading to delays in identifying critical distress, suicidal ideation, or immediate physical danger. Victims facing extreme trauma need automated priority routing.

Step 4

INPUT → PROCESS → OUTPUT ARCHITECTURE PIPELINE

01 • Inputs & Telemetry

Live audio streams from helpline calls, speech recordings, IVRS inputs, text messages from chatbots, web/mobile app forms, and multilingual user narratives.

02 • Processing & AI Core

Speech-to-text conversion with regional dialect handling, acoustic analysis (pitch, jitter, pauses), NLP-based sentiment and emotion AI, pattern matching for trauma indicators, and calculation of a Stress Vulnerability Index (SVI).

03 • Actionable Deliverables

Calculated SVI score, risk categorization (Low, Moderate, High, Critical), automated multi-channel triage alerts, dynamic dashboard for caseworkers, and instant recommendations for emergency interventions.

Step 5

CONSTRAINTS

  • Must support regional Indian languages, dialects, and code-mixed speech (Hinglish, Tanglish, etc.)
  • Must operate in real-time or near-real-time during active helpline calls
  • Strict data privacy, anonymity, encryption, and adherence to ethical AI standards for vulnerable groups
  • Robustness against background noise on telephony and IVRS channels
Step 6

JURY METRICS

  • Accuracy and F1-score of trauma/stress classification
  • Speech analytics inference latency (< 500ms for real-time flagging)
  • False positive rate on critical risk escalation
  • UI/UX simplicity and clarity of action panels for human operators
Step 7

CORE BOTTLENECK

Accurately analyzing emotional state and pitch anomalies from low-quality telephony/IVRS audio streams containing background noise and regional Indian accents without massive labeled medical trauma datasets.

Why You Should Choose This PS (Pros)

  • Extremely high social impact addressing marginalized community welfare
  • Direct alignment with active government initiatives (MoSJE & NHAA 14566)
  • Clear, measurable deliverables (SVI index, risk categories, automated routing)
  • Strong potential for real-world deployment post-hackathon

Challenges & Risks to Watch (Cons)

  • Complex audio preprocessing required for noisy telephony inputs
  • Sensitivity of mental health and trauma assessment data requiring stringent security
  • Lack of ground-truth labeled datasets for caste-based trauma audio signatures

•Background Victims and complainants belonging to Scheduled Castes and Scheduled Tribes who approach the National Helpline Against Atrocities (14566), Integrated Portal, chatbot, mobile application, IVRS, or other digital platforms often experience severe emotional distress arising from caste-based discrimination, violence, rape, gang rape, murder of family members, social boycott, displacement, threats, and prolonged legal proceedings. Presently, there is no standardized mechanism for assessing the psychological condition and vulnerability of victims at the time of first contact with authorities.
•Problem Statement Design and develop an AI-enabled Real-Time Stress and Trauma Assessment Module that can assess the psychological stress, trauma, fear, anxiety, and vulnerability levels of victims/complainants interacting through NHAA (14566), the Integrated Portal, chatbot,IVRS, mobile application, or any other approved digital interface.
•Expected Solution The solution should:
•Analyse voice interactions, speech patterns, pauses, pitch variation, emotional indicators, and textual narratives.
•Use Natural Language Processing (NLP), Speech Analytics, and Emotion AI to identify signs of trauma and distress.
•Generate a Stress Vulnerability Index (SVI) on a predefined scale.
•Categorize victims into Low, Moderate, High, and Critical Risk categories.
•Detect indicators of severe trauma, fear, depression, suicidal ideation, intimidation, social isolation, and extreme vulnerability.
•Automatically recommend counselling, legal aid, medical assistance, police intervention, witness protection, or emergency support based on risk level.
•Support multilingual interactions, including major Indian languages and dialects.
•Maintain privacy, informed consent, confidentiality, and ethical AI standards.
•Expected Outcomes
•Early identification of highly distressed victims.
•Prioritization of counselling and rehabilitation services.
•Improved victim-centric grievance redressal.
•Better allocation of support resources.
•Enhanced responsiveness of the helpline and integrated portal ecosystem.
•Stakeholders:
•Department of Social Justice and Empowerment
•National Helpline Against Atrocities (14566)
•State Governments and Union Territories
•District Administrations
•Counsellors and Mental Health Professionals
•Law Enforcement Agencies
•Rehabilitation and Welfare Authorities
