Step 0 • Zero-Jargon Layman Summary

“Government procurement officers struggle to pick the right technical standards for products because there are thousands of complex, overlapping documents. This system acts as an intelligent assistant that reads a product description and automatically suggests the correct Indian Standards, safety certifications, and testing requirements.”

The DecodeX PS Decoder™

Deconstructed Problem Blueprint

Step 1

WHAT TO BUILD?

An AI-powered RAG (Retrieval-Augmented Generation) platform that acts as a semantic search and recommendation engine for the Bureau of Indian Standards (BIS) database.

Step 2

WHO IS IT FOR?

Primary: Procurement officers in Ministries, PSEs, and government departments. Secondary: BIS officials and vendors/suppliers ensuring compliance.

Step 3

WHY DOES IT EXIST?

Manual lookup is prone to human error, leading to outdated standards being cited, legal disputes, poor product quality, and procurement delays.

Step 4

INPUT → PROCESS → OUTPUT ARCHITECTURE PIPELINE

01 • Inputs & Telemetry

PDF/Docx tender documents, raw text descriptions, product images, or multilingual voice queries.

02 • Processing & AI Core

Semantic parsing using LLMs, vector-based retrieval from a curated BIS standards database, version-control checking, and compliance mapping.

03 • Actionable Deliverables

A structured report containing recommended IS codes, mandatory certification links (CRS/BIS), version history, and a list of normative/allied standards.

Step 5

CONSTRAINTS

  • Must handle highly technical, domain-specific legal/engineering language.
  • Must distinguish between current, withdrawn, and amended standards.
  • Requirement for high accuracy (hallucinations in standards are unacceptable).
  • Multilingual support for regional procurement officers.
Step 6

JURY METRICS

  • Precision and Recall of standard retrieval.
  • Inference latency (time to generate recommendations).
  • Accuracy of version-tracking (latest vs. superseded).
  • User interface intuitiveness for non-technical procurement staff.
Step 7

CORE BOTTLENECK

The 'Knowledge Retrieval' challenge: Ensuring the AI doesn't hallucinate non-existent standards and correctly maps complex normative references (where one standard depends on five others).

Why You Should Choose This PS (Pros)

  • High social and economic impact on government efficiency.
  • Clear, well-defined problem statement with a massive existing dataset (BIS website).
  • Strong potential for integration into GeM (Government e-Marketplace).

Challenges & Risks to Watch (Cons)

  • Requires high-quality data cleaning of thousands of PDF standards.
  • Legal liability if the AI recommends an outdated or incorrect standard.
  • Requires deep domain expertise to validate the AI's output.

Killer Features to Impress the SIH Jury

Compliance Scorecard: A visual dashboard showing how well a tender draft meets mandatory BIS requirements.
Version-Diff Engine: A side-by-side comparison tool showing what changed between an old standard and a new one.
Multilingual Voice-to-Spec: Allowing officers to dictate requirements in local languages and get English technical specs.
Automated Citation Generator: Providing direct links to the official BIS document for every recommendation.

•Background Government departments, Public Sector Enterprises (PSES),procurement agencies, and private organizations procure a wide range of products and services through e-procurement portals. Procurement officials are often required to prepare technical specifications that reference the appropriate Indian Standards (IS).However, identifying the correct standard(s) is challenging due to the large number of published standards, overlapping scopes, frequent revisions, and the need to consider associated or normative reference standards. Consequently, tender specifications may omit relevant standards, reference outdated versions, or include incomplete technical requirements, leading to ambiguity, reduced product quality, and procurement disputes.

An intelligent system is required that can automatically analyze a product description or technical specification and recommend the most relevant Indian Standard(s), along with allied, cross-referenced, or normative standards that should also be considered.

•Description Develop an Al-powered recommendation engine that integrates with procurement portals and assists procurement officials in identifying the most relevant Indian Standards and related standards while preparing tender specifications.
•Expected Features
•Accept product descriptions, technical specifications, or tender documents as input.
•Recommend the most relevant Indian Standard(s) based on semantic understanding rather than keyword matching.
•Identify allied standards, including normative references, test methods, terminology standards, safety standards, installation standards, and related product standards.
•Highlight the latest published version and amendments of the recommended standards.
•Suggest mandatory certification requirements, where applicable (e.g., BIS Product Certification, CRS, Hallmarking).
•Support multilingual input and natural language queries.
