Step 0 • Zero-Jargon Layman Summary

“Entrepreneurs currently struggle with a maze of confusing government paperwork and slow approval processes. This project asks for a smart digital assistant that tells businesses exactly what documents they need, helps them fill them out correctly, and tracks their progress automatically.”

The DecodeX PS Decoder™

Deconstructed Problem Blueprint

Step 1

WHAT TO BUILD?

A unified, AI-driven SaaS platform that acts as a 'Single Window' for industrial compliance, regulatory filings, and government incentive tracking.

Step 2

WHO IS IT FOR?

Primary: Entrepreneurs and MSMEs. Secondary: Maharashtra government officials (scrutiny officers), and policy makers.

Step 3

WHY DOES IT EXIST?

Fragmented departmental systems, lack of transparency in approval timelines, manual document verification, and the absence of a centralized repository for verified business data.

Step 4

INPUT → PROCESS → OUTPUT ARCHITECTURE PIPELINE

01 • Inputs & Telemetry

User business profile (industry type, location, size), uploaded documents (PDFs/Images), government policy documents, and departmental status updates.

02 • Processing & AI Core

RAG-based regulatory knowledge engine, automated document pre-validation (OCR/NLP), workflow orchestration, and risk-based scrutiny algorithms.

03 • Actionable Deliverables

Customized compliance checklists, real-time status dashboards, automated alerts for renewals, and predictive analytics on approval bottlenecks.

Step 5

CONSTRAINTS

  • Must comply with Data Privacy (DPDP Act) and security standards.
  • Must support Marathi/English bilingual interfaces.
  • Must integrate with existing legacy government databases (API interoperability).
  • Must maintain an immutable audit trail for all approvals.
Step 6

JURY METRICS

  • Reduction in 'Time-to-Approval' (TAT).
  • Percentage of applications rejected due to incomplete documentation.
  • System response time for regulatory queries.
  • User satisfaction score (Ease of Use).
Step 7

CORE BOTTLENECK

Interoperability with legacy government databases and the legal requirement for 'verified data reuse' without compromising security.

Why You Should Choose This PS (Pros)

  • High social impact with direct alignment to 'Ease of Doing Business' initiatives.
  • Clear, modular scope (can be built incrementally).
  • High potential for government adoption if the prototype is robust.

Challenges & Risks to Watch (Cons)

  • Complexity in mapping diverse, ever-changing government regulations.
  • Difficulty in simulating real-world departmental workflows without actual government data access.

•Problem Description Entrepreneurs and industrial units may need to obtain multiple registrations, permissions, licences, no-objection certificates, inspections and renewals from different authorities. Requirements may vary by sector, location, project size and stage of operation. Applicants may find it difficult to identify applicable approvals, understand documentation requirements, monitor timelines, respond to queries and access incentives or support schemes.

Departments may face incomplete applications, repetitive scrutiny, manual coordination, limited visibility of bottlenecks and inconsistent compliance monitoring. The challenge is to simplify and accelerate the end-to-end journey while maintaining statutory safeguards.

•Expected Solution / Outcome A unified, intelligent approval and compliance management solution that can generate a customised approval checklist, guide applicants through documentation, pre-validate submissions, reuse verified data, coordinate parallel departmental workflows, schedule inspections, track service-level timelines, issue alerts, and provide a single dashboard for applications, approvals, renewals and incentives. It may include a regulatory knowledge engine, risk-based scrutiny, common inspection planning, grievance escalation and analytics for identifying delays. Expected outcomes include reduced approval time, fewer incomplete applications, improved transparency, lower compliance cost, better utilisation of government schemes and stronger ease of doing business.
